For nearly 60 years, the International Baccalaureate (IB) has been at the forefront of global education—developing inquiring, knowledgeable, and caring young people who are ready to create a better, more peaceful world. Today, the IB is expanding its impact beyond individual schools, offering comprehensive solutions that strengthen national education systems.
Drawing on decades of expertise and deep engagement with education policy, we collaborate closely with governments, schools, and educators to enhance system effectiveness, improve educational frameworks, and drive meaningful student outcomes. As innovators in education, we bring forward-thinking, adaptable solutions that respond to the evolving needs of global, regional, and local contexts.
Through co-development and collaboration, we work alongside governments, schools, and educators to build sustainable communities of practice—enabling shared learning, continuous improvement, and long-term impact.
This work is anchored in five integrated service domains, which collectively support key areas of education system development. Rather than focusing on individual offerings, IB Education Systems Solutions takes a holistic, collaborative approach—partnering with education systems to drive meaningful, scalable, and sustainable transformation.
With IB Education Systems Solutions, we are reimagining what education systems can achieve —fostering innovation, equity, and lasting impact for generations to come.

Communities of Practice (Study cases)
Japan
Since 2013, we have worked with the Ministry of Education, Culture, Sports, Science, and Technology to introduce IB programmes in Japanese in Article 1 schools. In 2016, we expanded support by offering IB Diploma Programme examinations in Japanese across 10 subjects and the DP core. Japan remains among the top four fastest growing countries in Asia, with 194 schools offering 256 authorized and candidate programmes.
South Korea
Since 2019, we have partnered with the Offices of Education across South Korea in implementing an IB education into the system(s). This includes tailored support and guidance for schools offering IB programmes to their students in Korean and the introduction of 6 IB Diploma subject examinations in Korean. The success, and impact of the collaboration, has seen us move from 14 schools providing IB programmes to there now being 177 schools providing 200 IB authorised and candidate programmes.
India
In 2024, we conducted an education system analysis for the State Government of Andhra Pradesh to identify the strengths and areas for development in the system that would support introducing an IB education. This led to a System Improvement Plan, outlining a structured transition toward inquiry-based learning.
Paraguay
We are working with the Ministry of Education and Science to support 100 vocational education institutions in developing and moving toward an IB education. This includes conducting a diagnostic review and using the outcomes to shape a professional development program for educators across all 100 institutions. Additionally, we are supporting the development of 10 institutions as learning hubs, guiding them to become recognized IB World Schools offering the IB Career-related Programme.
“Education systems today face increasing pressure to evolve. At the IB, we partner with governments to build future-ready frameworks that make learning more effective, relevant, and human. If this aligns with your vision, I invite you to explore partnering with us to drive meaningful change.” — Olli-Pekka Heinonen
