Asia Pacific Regional Branch Director

The IB is experiencing strong growth worldwide, and a new management structure and organizational design will increase capacity to meet the anticipated demand and ongoing needs of IB World Schools. IB Asia Pacific, located in Singapore, will be one of three new global centres, with a branch office network that will grow over the next decade. Besides the Asia Pacific Branch Regional Director, other global leadership roles will be located in the Singapore office. These global centres will be inter-connected, and provide a wide range of services to IB World Schools and to prospective schools that are interested in IB programmes. There are more than 350 schools in the Asia Pacific region offering one or more of the IB programmes. Presently, the organization is experiencing significant growth worldwide and notably in Asia Pacific.

The IB has a total headcount approaching 500 employees, and an annual global budget of approximately $95 million USD. The IB Asia Pacific operational budget is approximately SGD$8 million annually (2008).

The Position

The Asia Pacific Regional Branch Director reports to the Chief Operating Officer, who in turn reports to the Director General (CEO). The Regional Branch Director oversees the efficient functioning and ensures the quality assurance of all school services delivered regionally. These services are in support of the three IB programmes (Diploma Programme, Middle Years Programme, Primary Years Programme) in line with the IB’s mission statement and strategic plan. The role also provides leadership and manages a team of over 30 staff in Singapore, in addition to 2 staff in the Australian Branch Office and 3 Regional Representatives based in Tokyo, Beijing and Mumbai.  These staff work throughout the Asia Pacific region supporting schools in the implementation of the programmes and managing the ongoing quality assurance of the programmes in authorized schools, organizing teacher training workshops, and promoting support for and recognition of the three IB programmes. A key aspect of the role of the branch office staff is to understand the unique legislative, cultural and language needs of their respective territories.

The Asia Pacific Branch Network office serves as the direct link between the IB and interested schools, authorized schools, and between the various ministries of education; it is the IB’s front office for Asia Pacific.  The Branch Network office has considerable direct contact with teachers and school administrators through school visits, professional development workshops and through work with the regional Associations of IB World Schools.

 The Asia Pacific Regional Branch Director is responsible for a budget of nearly SGD$8 million (2008).

The new organizational design has not yet been fully defined. However, at the moment the following roles report to the Asia Pacific Regional Branch Director and provide an indication of the types of responsibility:

  • School Service Delivery
  • Professional Development Delivery
  • Support Services (e.g. Finance, HR)
  • Outreach (e.g. Marketing, Planning, Branch Management)
  • Other administrative and support roles

Key Accountabilities:

 

The following are the key regional accountabilities of the position:

  • Geographic responsibility for school relationship and management
  • Sets branch network strategy consistent with the 2020 strategic plan
  • Manages branch offices
  • Responsible for the relationship with IB Association of World Schools and others in the IB Community
  • Manages “horizon 1” (current) university and government recognition efforts in the region
  • Supports the organization’s Access agenda and ensures any agreed to “project” is managed to standards (links to Advancement Office)
  • Is the “face” of the organization regionally, including media
  • Manages authorization and evaluation visits to schools, ensuring schools meet set standards
  • Ensures that all school delivered support services meet quality standards
  • Ensures delivery of teacher professional development workshops and activities as needed
  • Ensures all contractors, IB professionals, and staff involved in the delivery of professional development (PD) and school visits are trained according to standards set by PD and School Services
    • Works with global PD team to ensure adequate volume of trainings for workshop leaders, practitioners, field representatives and QA procedures

Key Competencies of the Ideal Candidate:

  • A postgraduate degree in education, management or some other appropriate field
  • A proven record demonstrating a high level of leadership, organizational, management and inter-personal skills
  • A proven commitment to international-mindedness and significant experience working with diverse cultures to achieve successful outcomes
  • Excellent communicator with a high level of spoken and written competence in at least two languages is preferred, one of which must be English.
  • Proven ability to communicate orally and in writing as well as being able to deliver presentations to audiences of various sizes.
  • Proven ability to establish a budget in collaboration with other staff and to work within it.
  • Experience in or understanding of marketing.
  • Familiarity with at least two of the three IB programmes
  • Some familiarity with practice and policy in the different educational systems of the Asia Pacific region
  • Experience in working with not-for-profit entities and with not-for-profit Boards of Directors
  • Flexibility to work outside normal office hours and travel extensively throughout the region.

The position will be located in Singapore

Compensation
